Very likely true, because ACPI needs to be properly enabled
for that to work on many systems (until we had the Intel ACPICA
reference implementation, power-off failed to work on a number
of system in various ways: incomplete power-off, power-off but
without the abiulity to power back on until power and battery were
removed, immediate reboot, poweroff with funny noises, etc)

Not sure were the cut-off point for power-off is with acpi-user-options.
