Latter one obviously. I was measuring how much percentage of ideal scalability does the OS and environment reach. Starting with 1 CPU if you got 100 ops/s ideally you should get 400 ops/s when you add 3 more CPUs. If you got only 200 ops/s then the OS reached 50% of the ideal.
