Did you read the ReleaseNotes?
There is a big honkin' warning in there that there is a bug in the snoop
Makefile and that you need to make one change in order to build it.
This will be fixed for build 26.

After this point, I have done the Install -G kernel.iban -k i86pc, untarred the
/tmp/kernel.iban/Kernel.iban.tar in /, and reboot with new kernel. Finally, got
the same prior error :(
