Really the install is not yet completed the what ever sets up the conditions of sys-unconfig program needs be part of this logic for whether or not a system completed installing with regards to when sys-unconfig "undo a system's configuration" (see man of sys-unconfig) is ran , so the services should not yet be running until the installer is completed and the system should running process to complete of loading the CD's or jumpstart images and so this should be ran single user state Vs. in a multi-user run level 2 before any of these services is started! And when it completed then the OS should change state to run level 2. I also agree that a dtterm console needs to be ran, under installer phase in the window manager. it is for other OS installs for other operating systems in most cases!
