To elaborate a little bit more on what Anup said, the sparks project is 
focusing more on the framework and API level issues surrounding naming 
services, whereas the Duckwater project is focusing more on the management of 
the framework and the interactions of managing that framework in conjunction 
with NWAM, SMF, Visual Panels etc.

Sparks is focusing on issues such as better caching of requests, adding new 
getXbyY
APIs, for instance APIs that can return realDNS TTLs etc., developing new 
community
putXbyY APIs and enhancing the security aspects of the switch frame work at the 
library
and nscd levels .

Duckwater will focus on the SMF issues related to managing this new Sparks 
framework from
all the various input sources like NWAM, SMF,Visual Panels tools, Caiman, 
replacement command line tools or other, such as modified existing command line 
tools.
