What you say here reminds me of the Java Servlet specs - especially in the
early days.  They define a set of requirements that any implementation must
meet, but they deliberately leave the implementation so wide open, that
many vendors (or OSS projects) could choose wildly divergent implementation
architectures and add value in very different ways.  The users gained three
things:

1) an implementation that was standards compliant

2) the ability to choose different implementations depending on whether the
vendor/developer value-add aligned with their usage model

3) the ability of multiple vendors/suppliers to provide implementations
that were competitive and yet were able to co-exist in the marketplace.
