What you write herer was true for systems that have a real /bin/

Originlly, all official UNIX programs have been in /bin

Later users have been allowed to put private programs of general interest
into /usr/bin. Man pahes only exist because Steve Bourne did write a cron
script that checks the existence of up to date documentation every night....

Later /usr/local/bin has been used by some people and abused for non-local
software later on (the same way, /usr/bin has been abused...).

We need to find a way out of this.

But you are definitely right that we need to prevent /usr/bin/ from becoming
a junk yard for everything. /usr/bin should only include basic programs and no
GUI tools.
