It's possible, but projects and communities can have multiple lists so
there must be way to differentiate [tools-discuss] from [tools-gcc].

How about only remove "-discuss" and keep the fullname of "-whatelse"
list in tag?
Would it be a good compromise if both sides feel strongly about the change?
(Without an online voting tool, we can't tell what majority of the
existing users prefer.)
