Give the old adage "lies, damned lies and statistics", you could pick
the metric you give you the desired result. Whatever you choose, it will
be disputed.

Would packages be a fair option?  I suppose you could get the average
and standard deviation of package sizes and if the SD is small, it will
be a good metric.
