Well, that's going to the extreme, no? Dillo was designed for embedded 
applications in mind, so it is extremely smaller/faster, which should be 
expected as it's missing a lot of functionality.

There's another small browser based on the KDE/QT libs, and it has less 
dependencies than say Konqeror.

I also did some stuff with ViewML (possibly based on kfm these days) and FLTK 
on a previous project, it's pretty popular also.
