"ksh93-integration" was not part of "tools" (which is AFAIK for
ON-related build tools) so I think a seperate project is better (more or
less being a superset of "ksh93-integration", covering all issues and
all Solaris shells).

I think April Chin should make the final decision about that... AFAIK
she owns the shells in Solaris and it's her territory... :-)
