I don't believe the Nemo interfaces are public yet and so any sort of stability or upwards compatibility will not be guaranteed. You should only need the mac_t type to be visible (yes, mac_impl_t needs to be defined as a struct mac_impl_s but it should remain opaque to your code) which means you should just need to include <sys/mac.h>. If you build your driver under an OpenSolaris ON build tree then the include paths will be set up for you (and since there's no interface stability, I'd say this is the really the only way you should be building your driver).
