Overriding the BIOS setting to force numlock on in the OS would be
fatal to laptop users. Having the terminal used in install map the
numeric keypad keys to numbers when used would be far more sensible.

No, it's not, as the Install consolidation, other than the packaging
tools, is not yet open.
