Seems like a _slightly_ odd suggestion to me.  I would have suggested
looking into netcat.

That's not going to work.  IP Filter doesn't get invoked when you send
packets between zones on the same machine.

Unlikely.  It has the same architectural problem: the packets that are
looped back internally never get anywhere near the DLPI interfaces,
which is where IP Filter hooks in.
