Not it is IMPORT restriction into some countries for BINARY products such as Solaris. It may or may not be an issue for IMPORT in source code form, but that wasn't an issue at the time this was developed for Solaris 9 and Solaris 10 they were binary only products as far as this part of the source was concerned.

I'm working this issue for the Solaris binary product with Sun Legal.
