Hmm, if anywhere then the bug is in /bin/cat _not_ being a 64bit utility -
for the specific case you've shown.
What exactly to you wish to achieve, and why do you think you should be
able to use 32bit programs/utilities to access /proc/<PID/* for a 64bit
process ?
