OpenSolaris is more like the BSD distributions than it is like Linux in this sense. In the Linux world there is a pretty clear distinction between "the core kernel" and every thing else.
For OpenSolaris "the kernel" is in the OS/NET (aka ON) consolidation, this is pretty close to what the core of most of the BSD distributions is (and this is no accident but has historical ties).
