That refers to the system used for development, and is in the section that describes basic hardware requirements. The build machine requirements are in the next section. The software requirements for the build system are listed below that -- starting in section 2.2. I agree that this could be made a good bit clearer, particularly with a reference to the requirement for SX:CR.
