In ARC terms "Obsolete" means that we don't want any new projects
building atop this interface, and that we'll likely have a better
mechanism available in the future.

It's not terribly unusual to have "born Obsolete" interfaces.  These
often represent stop-gap measures.

It doesn't say anything at all about the age of the interface.  In
fact, that's an important distinction between ARC process and other
open software projects: age alone isn't usually used as a distinction.
It's at least as important (if not more so) to know what's promised
about the interface.
