I just remembered that Suns web server does not support crash
recovery.  wget -c starts from the beginning, just like suns download
manager.  Perhaps Suns server is more the problem than the client.
Wget isn't going to work for me in this case.
I can't speak for whether or not it's enabled, but it's incorrect to say Sun's Web Server doesn't support the functionality you're referring to. It's the http range header, and it's definitely supported: http://docs.sun.com/source/817-6248/crobjsaf.html#wp19701

I'll note that proxies (even transparent proxies) can have an impact on whether or not wget can use this functionality (see the wget man page).

the download just fine

Avoid the latest version - I grabbed the most recent and it has severe
problems.  Sun could not have screwed up a simple task any worse.
Stopping a download hangs the download manager with resume and all the
other functions greyed out.  It doesn't clean up after itself when
closing it, and more processes must be killed manually (kill -5)
before it can be run again.  And when it comes up again, it finds the
previous queue of files, but it starts from the beginning on files
that were 60% complete.  It does not find the *.bak files that it
previously created for recovery.

So Suns download manager is quite far from nice particularly when
working over an ISDN connection (which must be able to handle frequent
interruptions).
