Last year end, there was a brief mentioning/discussion about changing the interface stability of PSARC/2005/466 Unicode encoding conversion functions shown at the following:
http://src.opensolaris.org/source/xref/onnv/onnv-gate/usr/src/uts/common/os/uconv.c That has been done with PSARC/2007/038 and so now the functions are under Committed interface stability and man page request has been also filed with the bug report id of 6516842.
