I wouldn't recommend using "nobody" here.  That UID is reserved for
use by NFS.  I'd suggest "root" or some other user.  (Yes, I know that
in.tftpd itself does otherwise ...)

Unless you've 'touched' those files into existence first, this is
expected.  See the in.tftpd(1M) man page:
