If it did exist, there's a theory that it would allow for file-by-file
behavior as well, unlike GPLv2.  I don't know if anybody knows yet.

GPLv3 will definitely be a replacement for GPLv2 and as such it will be a project-based license. The only file-by-file behaviour available will be in the form of the LGPLv3 if an when that gets finalised.
