Let me share how we solve the issue, perhaps it'll be of some (if limited) 
value.

We have /etc/PATH and /etc/MANPATH. These two files simply contain a predefined 
list of directories delimited by columns (":"), and information therein was 
reached by a concensus, so in theory no additional modifications are needed out 
of the box.

These two files are delivered via a package, together with 
/etc/opt/my-stock-symbol/* scripts. These scripts do sanity checking, and read 
the aforementioned files as well as handle setting the TERM variable properly. 
An emergency PATH is set in the event that something goes wrong. Currently 
supported are the Bourne and C-shell families, although it should be noted that 
tcsh is the best and foremost supported, as it is our standard, default SHELL.

Doing `pkgadd` of the aforementioned package deliver the files and an `exec 
tcsh -l` activates the changes (or logging out and logging back in).
