I've been wondering about a "commands" community group as well, for
the various classic (and new) programs that use files, pipes, and
terminals for their usual operations, but I get worried about the vast
and imprecise scope, the obvious omission of library programming, and
the overlap with tools, ON, and other community groups.

Personally, I'd like to wait until the new Board reviews the existing
community groups for activity, so we know the gaps, but otherwise, I
agree that we need to recognize this kind of effort in the operating
  system.
