(All from memory, so may be inaccurate...) RHEL installer has brltty (braille output) support IIRC; it didn't used to have speakup support (although Fedora did), but maybe it does now. Ubuntu also has a screenreader-assisted install option, that requires pressing some magic key combo at boot time.
