Well, to put it most simply: when the chooser doesn't take responsibility for the choices they make. Something most of us in the IT industry are familiar with, I'd think... especially those who have done tech support. :) Them: "Well, the virus scanner wouldn't let me open the email, so I turned it off. Anyway, what's wrong with your network? It's all slow." Us: "*Sob*" ... which, of course, leads to things like draconian desktop standardization policies. Just an example. In any event, at least with open-source software, it can be said, "You've got the source, make the changes yourself"... which is pretty much the ultimate choice available, though a fairly unfriendly statement to make. It's a game of balances.
