Both hosts and ipnodes in nsswitch.conf should be set to "files dns".

I think this is the problem.

The fact that this works means that /etc/resolv.conf is right and that
routing is allowing you to get to the DNS servers.

So, the problem is at a higher level -- the name service switch,
controlled by nsswitch.conf.
