There is, but you will quickly run into a difference of opinion about the definition of the word "project" - it tends to be severely overloaded. In the OpenSolaris.org constitution Community/Project sense, a project stretches from an idea endorsed by someone all the way to some amorphous affinity-based community of interested people. When I asked the OGB to think about formalizing this lifecycle, they demurred, preferring to work on simpler things first.
