I can see such an implementation becoming more trouble than its worth.  The 
whole idea is to increase productivity, not bog things down.

Rather, a bounty system could be all-or-nothing.  You either complete the goal 
exactly according to the specification (which must be well written), or you 
don't.  

If people feel like they might get ripped off after submitting code that gets 
used even though they didn't get the bounty, you could have submitted work be 
wholly-owned by the creator by default, and only the winner has to switch it to 
a compatible license.
