My view is that bounties are best handled for contained single man projects and tasks, e.g. - develop driver for X chip, port xyz small app to OpenSolaris (vs. large community maintained projects.)
For large community projects, generally it makes sense to support individual developers, such that they can focus on the project full time. For example it might make sense for Ubuntu to sponsor developers to work on Debian, as Debian is the base that Ubuntu is based on.
