OK, so there's an obvious need for clear demarcation of responsibilities -which things the OGB can do, and which things require the assent of the entire community. The constitution is silent on this subject, as far as I can tell.

Do you really prefer the alternative of not allowing any project creations
until a vote of all community members can be organized and run?

We have managed to create new projects just fine up until now...
