My personal feelings about relevance aren't worth a hill of beans.  If
the Desktop Group believes exploring this work to be within its
charter, it's free to do so.  The OGB intervenes only if another Group
objects.

Do you really want the OGB to be responsible for deciding whether
every mailing list can be created?  Whether every project is worth
doing?  And do you really want to have no appeal if it decides your
pet project isn't, in fact, worth doing?  As an OGB member, I don't
have the time to do all that, and as someone who wants to "just get
things done," you surely don't want to wait on a 6-month-long OGB
docket.  That's why we leave things to the Groups to do pretty much as
they please.
