Have you considered using Flash Archives? See flar(1M). It sounds like this is similar to what you're trying to do. Otherwise, see pkgmk(1) for details on how packages are created. There are also a number of tools that will (or at least claim to) convert from regular "make install" processes into packages. Search the web.
