I'd like to answer, since I actually did some work on that project.

People are afraid of doing something that is already done or
being worked on at SunLabs. Many of us assume that SunLabs
team is very professional and can accomplish things much
faster that non-Sun contributors may otherwise do. People,
however, very motivated to contribute some [even small] work
to the project, so they want to start of something current.
Forking the really old code isn't really a good way to invest
someones energy. (And since, presumably, the amount of
effort non-SunLab contributors can invest is limited, they
[contributors] don't want to waste it).

So, the current situation is that everyone besides SunLabs'
team is effectively locked out of the project.

Some people think that when/if SunLabs release the source
everything will magically change - I am not quite sure in this.

I also had similar hopes last June when code drop was promised
to coincide with 1st OpenSolaris anniversary. It happened only
in October and demonstrated that no practical cooperation between
SunLab's team and community can be achieved at this time.
Moreover, SunLab's team declared that collaboration with community
isn't something they going to address (That part, actually, what
pissed me off real hard).

So, unless the the way the next codedrop is happening going to
change, I see no real reason for things to be different.

That's my view on the subject. I may add that I do believe
that the project of that magnitude should be done by full-time
payed professionals that would represent the core team.
As it stands now we have a full-time payed team, which neglects
the community and refuses to be the core. I respect their
choice, however, I fail to understand it.
