Partial answer.

It is not currently funded, but as Sun begins its fiscal year in a few weeks, this may change. I've trying to get an assessment of what is needed (email servers, $$, people, etc.) to make it happen. I don't know all the issues around why it is prioritized where it is, but like you, I think implementing it would greatly improve SDN forum usability and participation.

My other motivation is to remove this barrier so that we can make decisions on community growth that is not primarily led by infrastructure.
