The neat thing is that the manifest uses LeastPriv to grant the Tomcat user the right to open privileged ports - but only for the duration of the service methods. If you log in directly as the Tomcat user you don't have the net_privaddr privilege. This means you can safely run Tomcat on port 80 without having to resort to any of the vile hacks you need on Linux - see http://www.linux.org.mt/article/tomcat-ports.
