That code lives in the Install Consolidation and has not been approved
for opensourcing via OpenSolaris yet.  As such, it can not receive a CDDL
license block.

We're still working on trying to get the rest of the sources (at least
as much as we legally can) released to OpenSolaris.  It's a long roe to
hoe with not many farmers unfortunately.
