You may have answered your own question with your choice of
metaphor.

Cats are individuals.

Propose goals that lots of individuals would be interested in,
and ways in which they could productively participate.

Do so in a way that makes it clear what's in it for them.

Call that the equivalent of opening a can of high-end cat food.
(which analogy needn't necessarily be taken to the point of
_monetary_ bounties; swag, recognition, favored cooperation,
or just a smoothed path to contributing to a desired result are
some other possible inducements, should they be needed)

Oh, and while I don't care what _label_ is used for that community,
I'd distinguish advocacy from outreach in that the former takes
a side, while the latter simply encourages participation.

For example:
Y'all think you're better?  Whatever.  You have something short
of unconditional surrender to suggest that we might try?  Great.
No?  Thanks for visiting...
(note that the temptation to say "...and don't let the door hit you in
the backside on your way out" was avoided, a real challenge for me...)
