Not "will" -- "may."

No distribution based on OpenSolaris bits is under any compulsion to
deliver any particular part in OpenSolaris, and that includes future
distributions from Sun that are based on OpenSolaris.  It seems
probable that they'll include what they think is useful or
supportable, but that's by no means a guarantee that you'll get
_everything_.

So, if you're interested in paying for changes to Sun's Solaris,
that's great, but I think it's somewhat off-topic here.  You need to
get the support people involved for that.

No idea about the webcam, but the latter just won't happen unless
someone escalates it.  You need to demand a fix for it in Solaris 10,
and that has nothing really to do with OpenSolaris.
