The tool we use to file ARC fasttracks was changed a few months ago to
ask if cases should be open or closed, and if the user chooses closed,
explain why. Before that, making a case open required manual intervention
which many ARC case submitters didn't know how to do, so many were made
closed that shouldn't be - that should hopefully happen much less often
now (for fasttracks at least).
