The Netra HA suite actually does, though I may not have known it at the time you asked (which I don't recall, to be honest ;-) I'm pretty sure, though, that I would have pointed anyone who asked at the DHCP Service Developer's Guide on docs.sun.com, which does have some rudimentary examples and a pointer to download the ASCII files code (a setup which is somewhat obsolete now that we've got OpenSolaris).
