A complete working bluetooth stack would involve writing drivers for the bluetooth devices ( dongle, notebook card, uart ) etc.
It would also involve supporting many application profiles like dial up networking, obex, imaging etc. I am writing the stack completely in userspace; only for dongle using libusb library to read and write from the usb device and for my project i am intending to complete till obex ( so that i can transfer files ). I need to finish all this by this month end. If time permits i will surely add support for other profiles too.
