For starters, there really is no such thing as "my understanding of System V". It's very simple: /usr is off limits. And /usr is exactly where all of Steve's packages install in (/usr/local/, to be more precise). For example, that breaks sparse zones. Back when I was using SunFreeware packages, none of those packages specified dependencies; instead, there would be a note to the effect of "oh, and if XYZ crashes, you also need to install ABC." Does that warrant further commenting? I think not. Seems like dear ol' Steve never heard of /opt. Or what it's for. Or "depend" files in the System V packaging.
