I'm not sure exactly what you mean, but DHCP itself doesn't create
/etc/resolv.conf.  Instead, if DHCP is enabled, then the
svc:/network/service:default system service (by way of
/lib/svc/method/net-svc) actually extracts the information from DHCP
and puts it into that file.
