No quick fix, but would you be willing to do a bit of testing to narrow it 
down ?

a) Is there a runtime difference between "ps -ef" in the local zone, and
    "ps -efz <localzoneid>" in the global zone ?

b) Do consecutive "ps" runs take the same time ?

c) "truss -Deal ps -ef", what does it show, runtimes of the open/read
    on /proc/<PID>/psinfo for both situations, run in global zone and run
    in local zone ?
    The intent is to narrow down is this slow in general or just slow on
    a particular set of processes ?
