Don't know how VT will do this, but IIRC, SCO Unix could do it, years ago. I think their virtual consoles included a mechanism whereby a process (the X server, in this case) could register to be informed (via signals?) when a switch to/from the console was attempted, and/or a process (that caught the key sequences the would switch in console mode) could trigger the switch themselves. The X server would keep enough state for the frame buffer that it could release it and reaquire it later.
