It's an architectural change: no new software is allowed to integrate
there, and as we're able to do so, we move software out to the right
place.

This takes time.  It can't be changed overnight because you have to
chase down dependencies and make sure you're not going to break
anything by the move and because it does require some work to change
the packaging, and we don't have that many people working on it.
