Typically, a package like that will come with instructions and/or an
installation script.

In this case, a google search on "opera install solaris" turns up this
page with instructions:

  http://www.opera.com/support/kb/view/767/

Most likely, you'll need to do something like this in a terminal
window:

        cd opera-9.64-2480.gcc3-static-qt3
        pfexec ./install.sh
