The Sun internal bug database assigns the number as soon as the bug
is submitted.   The disconnect you see is that since bugs.opensolaris.org
is on the other side of the Sun firewall from our internal bug database,
you have to wait for bugs.opensolaris.org to mail the bug to the script
inside the Sun firewall that then submits into the actual bug database.

Humans do look at every bug that comes in via bugs.opensolaris.org after
it's in the bug db to triage and assign to the right category, since even
though the bugs.os.o form asks you to suggest one, it actually files in a
triage queue, since many people get it very wrong (in part due to the
horrible UI for picking categories and non-intuitive category choices in
the bug db).
